What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors, and has no gameplay benefit other than making it easier to buy upgrades.
Increases the effectiveness of
There are a variety of enhancements that can be obtained with an upgrader. They can include stats as well as extra bonuses. These bonuses can be used on armor, weapons, and trinkets. They can be used to improve the capabilities of a character, or give a new dimension of variety to their build.

These secondary boosts are extremely beneficial and should be taken into consideration when deciding which items to upgrade. Some boosts are beneficial in certain builds (such Whistan's shield, for FB sorcs) while others can bring significant value to certain collectors.
Some items have an inherent boo that is less useful when upgraded, for example the Goldwrap which provides additional slots for potion. These are usually upgraded to add more value to a close-to-perfect or perfect item.
Costs
There are some costs associated with item upgrades. The first is the upgrade itself. The cost for this upgrade can be costly and is contingent on the new value of the item and the number of perks it receives. It can also be expensive to upgrade an item to a better tier (such as Explorer > Champion, or Veteran > Heroic).

It is also possible to add a range of additional elements to the upgrade, thereby increasing the chance of success. These are displayed in a window that is above the + button. There are however limitations to this, and the maximum amount of material that can be added is shown directly above the + button in the user interface.
Another way to increase the chance of an upgrade achieving success is by using the item known as a Blacksmith Blessing or an upgraded version of it. This item can be useful when your piece of equipment or weapon is nearing or has reached the maximum level of its level. This item will allow you upgrade the equipment to the next tier without the risk of breaking.
